A national constitutional framework and federal legislative project examining how enduring protections should operate when government uses modern surveillance, data, automated decision, biometric, and high-consequence technologies.
Updated national publication
The American initiative predates the South Carolina publication. The South Carolina work subsequently developed many concepts in greater implementation detail. The updated national package will revisit those developments in the federal constitutional and statutory context rather than simply copying the state proposal.
One initiative, two levels
The two projects share a technology-neutral philosophy, but federal and state constitutional structures, statutory authorities, institutions, and implementation mechanisms are not interchangeable.
